I can't get my small outboard to start. What could I be overlooking?

Not knowing how much you know about motors, I'll give a few basics.
You need three things to make a motor run. Compression, fuel, spark.
I assume you have compression since it's a 97, and you can usually feel the compression when you pull start it.
Spark, you can buy a tester that will light up when it sparks. Or ground the spark plug on the head and watch for a spark.
Fuel, I usually put a little in the cylinder and if it fires you know you have spark and no fuel.
At least this will give you a starting point.
